Summary

State policy plays a key role in creating the conditions that support quality implementation of SEL at the local level (districts, schools, homes, community organizations). How are states supporting implementation of quality SEL strategies, policies, and practices at the local level?

Our Collaborating States Initiative was developed to help states create, implement, and share effective efforts. Participation grew rapidly from only a handful of state agencies in 2016 to 38 by 2020.

This report updates emerging insights from our earlier 2018 report about these issues. The insights and examples are organized into four sections, corresponding to our new unified theory of action we’re using to support states, districts, and schools:
  • Build foundational support and plan for SEL
  • Strengthen adult SEL competencies and capacity
  • Promote student SEL
  • Reflect on data for continuous improvement
